DR. GREER'S DISCLOSURE PROJECT BRIEFING DOCUMENT

A REVIEW

Amid escalating interest in the UFO/UAP issue, early in 2025 Dr. Steven Greer publicly released a 300-page “briefing document”* that had already been presented to officials in President Trump’s circle as well as Congresspeople. Two months later, behind a cover reading “Sensitive and Confidential,” it became available in hardcover and paperback with ninety percent of the same content, although with some names and tactical information redacted.

What was behind the decision to grant such wide access? “I want people to put pressure on their representatives to get this train moving a little better,” Dr. Greer explained to me. “And I also wanted everyone to see what we are recommending as executive orders. The main purpose, to be blunt, is I don’t think we have a lot of time. All indications are that disclosure is going to happen in the next year or two. And if it comes out the way it normally would, a false flag alien threat narrative is going to be very bad for human civilization.”

That may sound hyperbolic, but it’s something Dr. Greer has been warning about for more than three decades. As he sees it, the biggest part of the government coverup isn’t so much about aliens or non-human intelligence, but the technology recovered from their craft that’s held by an unconstitutional entity and has been used “in all kinds of nasty operations.” What may be coming, Greer fears, “feeds directly into a totalitarian system of looking outward towards space in a military stance instead of a peaceful exploratory one.”

In other words, terrify the populace about a purported E-T invasion. Greer also told me that, among the new whistleblowers coming forward is a highly decorated veteran who managed test pilots flying manmade UFOs based out of Edwards Air Force Base in Kern County, California. These were developed at nearby test ranges of Lockheed and Northrup Grumman from captured technology.

The briefing book begins with an eight-page overview that includes “recommended actions.” The call is for a criminal investigation into “illegal, covert, government and corporate programs related to UAPs/UFOs.” It seeks both executive and congressional actions to end the ongoing targeting and seizure of ET vehicles and their occupants. It would grant immunity to cooperative witnesses, and fund a program around energy generation aspects, known as Zero Point Energy that could replace current systems of oil, gas, coal and more.

This is followed by reproductions of a series of key documents dating back decades. These include deceptive indications in CIA studies of psychological warfare, even a 1995 analysis by the U.S. Army War College’s Strategic Studies Institute that references creation of “a global UFO cult, which will involve the abduction of citizens.” Another document from the CIA describes efforts to manipulate information about the phenomenon through the media.

A fully illustrated section offers select cases of crash retrieval operations dating back even earlier than the notorious Roswell incident of 1947. There is a biographical compendium detailing some of the 700-plus whistleblowers who’ve come forward since Dr. Greer initiated the Disclosure Project almost 25 years ago. And, in a fascinating outline of top-secret facilities and corporations involved in the program, for the first time we literally learn about “where the bodies are buried” at places like Brooks Air Force Base’s medical facility in Texas.

For UFO aficionados as well as investigators into what some call the “deep state,” this should be essential reading. It’s far too much to encapsulate, nor have I been able to yet digest the many pieces of the multi-year puzzle. When I asked Dr. Greer what he would highlight as the most important aspects to take in, he replied: “I first think people should look at the range of whistleblower testimony, some of which cross over into crash retrieval operations. The facilities incorporation pages show the extent of the various companies and black sites where all this is happening, including a map.”

Some of the government documents unveiled have until now been withheld from the public, but are “declassified” by Dr. Greer’s team using the justification that these involve illegal projects. As he points out, his Disclosure Project’s Intelligence Archive contains terrabytes of information, thus “the briefing document is just the tip of the iceberg of things we thought representative enough to reach conclusions. This book is a manual of where, who, why, and what,”
